+ Having an obvious link at the top to where we can see how to use forum tags.
(btw what you calling this forum concept? You could adapt this for universal use and melt it into the specific needs of the new user...)

Yeah, "who's online" could be somewhere on the site although I personally don't find it very useful but add it if it's easy to imlement.
The forum tags FAQ is somewhere in the site although it's true a "tags help" popup would be helpful in the reply screen.
(btw, it's not a concept, it's a beta. It means it's pretty much final but still has a few bugs to fix.)
