I guess the first step would be for you to make a list of the things the "Offline Starter Pack" (or "Printable Export", as I'd call it) should include. I have some implementation speculations, but they are completely hypothetical.
Most of those things would have to be exported from the Project Manager data. It is possible to make a separate script that would access the v4PM database and export the charter, official articles, story, official character / location data, etc to PDF format. But that low-priority activity would take a lot of time, and Temporal is a very busy guy. I wouldn't do it. Heck, I wouldn't even trust myself with the database anymore.
Another way I could access the data would be through HTTP. Basically an automation on pulling those pages, stripping away the interface, and converting content to plain text. It would be a minor annoyance for Temporal to meet me half way by making a "text only" mode that generates the contents of a node / topic without the interface overhead. This would save bandwidth for some other "automated pulling" tasks that could come up later. Then my script would add additional formatting. I am no longer dedicated enough to FoI to make the output in well-formatted PDF, but ZIP`ed text files would be good enough.

err..
A ZIP file with .htm's (charter, story, OAs, readme) main audios (main themes etc) a link to the website via a shortcut html file and the character Official pics.
THAT'S what I ment
